Resolved Question: Can I get a tattoo or piercing with my passport?

I'm planning to get lip piercing. I don't have any driver license or state ID because I'm visiting US for some reasons. But I have my valid passport. Well. I'm over 18 and I will be 19, 3 months later. And can you guys recommend good piercing parlor in Lynnwood, WA? some people said I can't get it done but some people said I can get it though because it's legal statement or something....
